You need to then get the User Configuration and expand System under Administrative Templates. You need to then click the Logon option and select the Group Policy setting Run these programs at user logon. You need to then disable all programs in the registry subkeys.
You can remove the startup program in the Windows system manually. To do this, you need to disable the registry entries for startup programs. This can be done by the help of Registry Editor. You can use the Windows Explorer or Recovery Console for temporarily moving all Startup folders to another location on the hard disk and get the issue fixed.
