The next step is to type 'ren msiexec.exe msiexec.old' and press 'Enter', type 'ren msihnd.dll msihnd.old' and press 'Enter' key. The final command is the 'Exit'. Then you need to restart the system and download and install the latest version of the Windows Installer.
Re-register Windows Installer

For this, you need to get the 'Search' option from 'Start' menu and click on the 'All Files and Folders' option in the window. Then you need to type 'Msiexec.exe' in the File Name box and start searching the item. Then you need the 'Run' command and type 'regedit' in the box. In the Registry Editor window, get the Edit String dialog box and ensure that the Value data contains the correct path for 'Msiexec.exe' as you noted in the above step. You need to correct the path and quit the Registry Editor. Then, you need to start the system in Safe Mode and type 'msicexec/regserver' in the 'Run' command which can resolve the issues.
If the above steps do not fix the error "Windows installer cannot be accessed", you could need to ensure that the Windows Installer is not disabled in your PC. For this, you need to start the 'Run' command in your system and type 'services.msc' in the text box. You would then get a Service Local list. In this, you need to right-click the Windows Installer and click on the 'Properties'.
